I had this problem when I upgraded to a 32" 3840x2160 monitor. In Windows 10 I change the DPI setting for Photoshop CS6 Ex (see images) & PS was enlarged.

Upgrading to Windows 11 wasn't a problem at first but when updating to Windows 11 Pro 64-bit, Version 21H2 (OS Build 22581.100) PS is locked into smaller viewing. Note the DPI box is checked but not selectable.

Odd I can run as administrator in full DPI.

Sorry no one has answered you, I thought I'd jump in. You are running an insider version of 11 (which I do not have. I run the release version) A quick web search of 'Build 22581.100 dpi issues' shows reports of others losing their dpi scaling with this build. So it would seem you will have to either run it as is until MS fixes it or clean install the current release build 21h2 22000.556 which doesn't seem to have the problem.

You can go into the insider feedback hub and search for complaints there. Sometimes, MS engineers and programmers make a note there as to its status.

Thanks. I can live with the current DPI issues, just frustrating out of nowhere this happen. Some of the changes look interesting.
