I had this problem when I upgraded to a 32" 3840x2160 monitor. In Windows 10 I change the DPI setting for Photoshop CS6 Ex (see images) & PS was enlarged.
Upgrading to Windows 11 wasn't a problem at first but when updating to Windows 11 Pro 64-bit, Version 21H2 (OS Build 22581.100) PS is locked into smaller viewing. Note the DPI box is checked but not selectable.
Odd I can run as administrator in full DPI.
