You might not have those features in whatever Outlook App you are using, but like I said:

Go to Outlook.com ( go online) and add/create your rules there.
If there is a rule online, it should reflect in your App, meaning; Outlook.com is the first point of call for an email.
So if you have created a rule in the web version, the email shouldn’t make it to your App.
