Brightness and sound scale color
The two colors in the sound and brightness scales are too close to each other.
Could I change the colors?

I am going to take a guess and suggest it is your Windows colour profile. Accent colour maybe?

To confirm. If I change my accent colour to pink (first image) The bar colour (and other selected colours in my windows profile) will now be pink.

I think I have confused you, the scale bar in my qustion is the scale bar appeared when I pressed the function key and not the scale bar appeares in Setting, the scale bars in Setting change color according to Accent color.
You answer reminded me that the colors of the scale bar in my question might be determined by the manufacturer and users have no right to chnage them.

Windows will use the
active shade of your preferred accent color..., bright fluorescent colors show up best.
