Browser, downloading, messages, opening

Hi:)
I have win 11 desktop version 24H and a download issue since December of 2025 regardless of which browser that I use... Vivaldi, Aloha and Floorp are my browsers. Even pausing or changing cities with my NordVPN has no impact on a solution. I have tried disk check, SCF... I have not tried safe mode with networking, to see, if this issue exists... I am a intermediate user into freeware/ shareware. My issue was discovered in early December of 2025, when I was searching for freeware images to use in my greeting/postcard creations. Normally, when, I see a download listed in my selected folder, I can open it as I continue to surf, even if, I am downloading freeware software... But, I get these types of messages about; ' can`t read file header... unknown file format... access denied... need to be an administrator.' The only way that I can open or install a download is to close the browser... When, I do that then, I get a message about: 'exit or continue downloading.' I have no problems after reopening the browser as long as the original website of the download is closed...If, any one has any idea's, please let me know:) I did take 3 screenshots, my PC build, and the messages...

Vivaldi, Aloha and Floorp are my browsers.
Have you attempted to run the browser as administrator?

Have you attempted to clean your browser cache and cookies, close browser, reopen it to see if the problem still exists?

Also, I would try using one of the mainstream browsers (Edge, Chrome, or Firefox) to see if you still have the same issue.

Hi:) I did not include the screenshots until now... I tried Firefox and Edge... I can`t even get images to show in Firefox for testing that browser... Firefox continues to be bloated and Duck Go continues to mistakenly have AI that I always disable/turn off. For PC cleaning, I use Privazer and Glary`s Utilities. I think it has to do one of the many so, called updates from Microsoft... I have so, much turned off, disabled... Way to much bloatware and AI on desktop win 11. Vivaldi is AI free:) So, many freeware/ shareware function better than what Microsoft and Google want users to use... My problem did not begin or become noticed until early December 2025. My desktop 11 arrived/set up circa early September of 2025. Then stopped using desktop 10 for internet in early October of 2025. I tried Floorp as administrator... That did not solve the issue... I`ll search to see, if, there is any sort of freeware collecting/monitor program that can record the difference between safe mode with network and normal mode and see, if, that gives me a clue.
