build ISO to mimic usb drive

I have a 16 gig USB with 2 partitions, WIndows 11 setup files and apps to install. how do make 1 ISO out of both partitions? So I can run the apps that are on the 2nd partition before oobe in setup in the answer file? John

A couple of things, one is that a BSOD isn't mentioned in the question [wrong section of the forum] and the other is that the .iso files I've downloaded for Windows are only used by a program to burn a DVD disc with is bootable. The DVD disc is usually a DVD+R/DL [Dual Layer] of 8GB capacity [standard DVD discs are 4.7GB].
