Where I can find and buy correct TPM 2.0 appropriate for my Dell OptiPlex 9020?

Do you know if your Dell OptiPlex 9020 will upgrade? If not, look at this Dell Support Page:

There's a detection tool in there that can take you to the page where you can determine if your Dell will even support 2.0.

You are probably aware, but if you are trying to get TPM 2.0 module to meet Windows 11 requirements, your processor doesn't meet the requirements, soo it would be a moot move. Windows 11 requires at least an 8th generation Intel processor and yours is 4th,

I did some research a few months ago on the possibility of purchasing a TPM 2.0 module for my GIGABYTE motherboard, and it was almost impossible to source any back then. I think a similar situation exists for other motherboard brands. I'm not sure about Dell though.

Your motherboard looks to only support TPM 1.2. You would need a connection for the 2.0 module, which you might not even have. I looked at the motherboard specs here and didn't see where you could plug it in:

I don't think it is worth your while replacing your CPU.
Once CPUs need replacing, then it's usually better to purchase another computer.

The reason being, if you are going to upgrade your CPU, then you'll probably need at least a new motherboard and memory.

Yes, to what @Stigg indicates in post #7. Sorry for the bad news. Someone might have different information, but it's unlikely.

You can't buy a processor for that motherboard that would meet the the requirements for Windows 11. As a general rule, new generations of Intel processors require new motherboards. And then usually memory too. So you would need to purchase a new motherboard, processor, and memory at minimum.

It would also require a new motherboard as well, as the newer gens have a different socket. And Dell's usually don't have industry standard cases, so you cannot just use any mobo.

That's the best option. But I wouldn't rush into it just for Windows 11.

That would be best and likely less expensive in the long run. Most of the newest systems are ready for Windows 11.

You can still easily install Windows 11 on your system, even though it would be technically unsupported. I run Windows 11 on a 4th gen Intel core and on a laptop that is a lot older than that.

Windows 10 is going to be supported until October 2025 so you have got plenty of time. There is really nothing new in Windows 11, and it is still buggy. In fact, a lot of useful Windows 10 functionality has been removed from Windows 11.

On top of a new CPU, motherboard and memory. Once you go that far, you'll probably start thinking about a new case and PSU. In fact, if your new motherboard is a different form factor, then it may not even fit in the old case.

So, that's why replacing your CPU dictates so many hardware changes, which usually means building a completely new computer.

I'm preventing my other computers from downgrading to Windows 11.
They're all staying on Windows 10.

Go with what @geneo said above. You have plenty of time to get a system capable of handling Windows 11 if you can wait. There's no sense in rushing into purchasing a new system.

On all my old hardware (at least 6 unsupported systems so far), Windows 11 runs better than Windows 10 did on each and every one. Does that mean that you would have the same results? No, of course not. But I wouldn't let anyone dissuade you from trying it. Simply create an image of your current installation first so that you revert back within a few minutes.
