Can i make a bootable win11 iso don't have these enabled?

Old PC's will never be automatically upgraded to 24H2. Windows Update performs a HW check, and skips your old PC. The only reason some people have a W11 on an old PC is they bypassed the CLEAN INSTALL. That doesn't get you a free bypass for Upgrades.

Some people will try to bypass the Upgrade process, but it's something YOU to have to do.

This seems to be important for older machines, the 2 Notebooks I did are from 2014 and have the SSE4.2 and another I tried it on didn't and it didn't work:

Also involved with an Internet impact is whether that old of a computer has both 2G and 5G Wireless, one of those 2 does and the other doesn't.

Additional note: I did the install as an Upgrade from within the running Win10, not a clean install.

Ed's last paragraph is succinct, and I think gets to the point rather well.

"My best guess that that less than 1% of PCs in the US (and perhaps 5-8% of PCs elsewhere, mostly outside the first world) might be subject to the POPCNT limitation. Just another sign that even here in Windows-World, time keeps marching on."

I'm not counting on it, have 4 Notebooks that won't meet it so they will be junk this time next year. Or I'll put a version of Linux on them, easy to test by booting a Linux LiveUSB which has some useful programs already installed.
