I MANUALLY installed the printer !
First, make sure the printer is powered up and not asleep. Then Control Panel -> Device and Printers -> Printers and Scanners -> Add Device -> Add a new device manually -> Add a printer using an IP Address
Why this worked and all my other attempts failed, I do not understand.
