No matter what I try One Drive does not give me an option to move the folder.

Been through that process two or three times.
The sign in window that I get is truncated, nothing appears below the current location, and there is some silly animation in the middle.

As stated in the tutorial, you have to Unlink your OneDrive folder from your Microsoft account before you can move it.
