I've purchased a new HP desktop that came with this program installed. I want to uninstall it but it's not listed under Programs and Features. There is an Outbyte folder under the Program Files (x86) folder and naturally a listing in the Registry, (see attached file).
Can I delete the Outbyte folder and registry entry? Any negative issues removing the program in this manner?
You could try using ccleaner or other tools to see if it finds where the uninstaller is.
It should be listed in Settings/Apps/Installed Apps. Right click to find the uninstall option.

HP has their own Support Assistant to help install official driver updates, and wouldn't add Outbyte Driver Updater to the system.
Maybe another app or web installer placed it on your PC.
You installed this app, there is every possibility (as Garlin mentioned) that when you were installing something else, you maybe forgot to uncheck an offer to also install Outbyte.

Alternatively, try booting into safe mode and following the advice given by Outbyte themeselves:
1. Right-click the Start button and select Control Panel
2. Once you are in Control Panel, select «Programs», then «Programs and Features» (if your Control Panel is in Category view, go to «Uninstall a Program»)
Is there an icon to run the program on your desktop?
Is this laptop brand new or just new to you?
if it’s a refurbished or 2nd hand laptop, there’s every chance someone installed it for some unknown reason then removed it when they were finished with it. Which means they left the folder and registry entry intact.

And what about the running of the application? Start Menu, Desktop icon?
If you can see a way to run the program, my assumption is that the program was removed and you should be Ok to just delete the remnents.

Alternatively: Do a search in file explorer. I think the executable is called outbyte-driver-updater.exe
If you can’t find an executable, it’s likely not even installed.
