Can't delete two folders

I have a couple of folders that I can't delete.
They predate the current Win 11 installation.
The names are like system folders: WindowsApps and Program Files and they are located on one of my data drives not the boot drive (C:).
I try to Delete the folders and get Folder Access Denied and I need Administrator permission to delete the folder.
I then get into a Retry loop trying to delete the folders.
I can't seem to get ownership of the folders.
The current owners are TrustedInstaller and System but from a previous Win 11 installation.
I am at loss on how to proceed. Any suggestions welcome.

@Ghot Correct me if I am wrong but it's my understanding the take ownership option will not work if the owner of the file/folder is trusted installer. Take Ownership context menu will not be available when you right click on these system files or folders. This was done by design since taking ownership of certain Windows system folders can make Windows unstable as it would also take ownership of all their content at the same time. (I just tried it and take ownership is not given as an option)

To take ownership of a file/folder owned by trusted installer I have always had to resort to changing ownership manually.

I have had a look at Ghot's suggestion of Winaero and they have a standalone (which might not be Context menu) Take Ownership. I'll get onto it after dinner. It's about 7:00PM here and I've been nominated by the commander-in-chief as chief cook and bottlewasher tonight.

G'day - from other end of the planet !!! (Kangaroo steaks and Aussie beer even available here too -- especially Victoria Bitter !!!).

Boot a Windows install disk / usb and choose repair system -- then when the options come up choose command line and delete the file.

If you don't have an install disk create a Macrium bootable restore iso --boot from it and then use the command line (picture of a console on bottom of screen when you boot the Macrium stand alone restore iso) to delete the file.

Easy way to create a bootable USB device from an ISO is to use Rufus (free of course).

Here's a screenshot of a folder owned by trusted installer. Notice there is no take ownership option at all. Neither does it appear on a single file within that folder. This is why I have always had to manually change ownership through properties if I needed to delete a file.

I am totally confused by there being 2 different terminology used in the context menu...take ownership and change owner. (Mine looks like Brink's tutorial I used which is a different tutorial than the one you referred to). What is the difference in the 2 options, and how would one know which tutorial to use? I know the take ownership is what is suggested in posts here in the forum a lot.

OK, we have done it. The offending folders are gone. Safe Mode did not work nor did booting the installer. I used DEL "folderName" and also with the /F switch and the command was accepted but not actioned. The stand alone Take Ownership from Win Aero did the job without any fuss. Just a thought, given that the folders were created by a previous Win 11 installation maybe the folders were not owned by Trusted Installer and System in the current installation even though that's how it appeared. If this was the case (I'm guessing) then that might be why getting rid of the folders was difficult. Who knows? Thanks for all the help. Back to the washing the plates.

Change owner lets you see which is the owner and to change it and it includes system files. Then change it back after doing what's needed. Obviously care should be used messing about with ownership.

If I remember correctly, all I did was use the check box in Winaero.
It lets me Take Ownership of... anything, no matter who owns it.

It works so well, I've had to restore from a backup a few times. :D

I just took ownership of: C:\Windows\WinSxS and all it's subfolders. It took about 8 minutes to do so.
And the WinSxS folder is definitely owned by Trusted Installer...

Anyway... time to restore from my backup. :-)



And... back to normal.

Don't anyone take ownership of serious folders like this one, unless you have a recent, full backup.
Sometimes taking ownership of a folder will work out fine, other times it can cause Windows to eat itself.

That's one of resons I always keep an USB with a live Linux distro on it and booting from it it doesn't care what windows files and folders are locked by system or otherwise.
