Can't install .exe file

Hello all,
I transferred an .exe file for a foreign language keyboard (syllabics keyboard) to a co-worker ... but it won't install there, despite working just fine here on the original machine for years.
When trying to install it, at the third step I get an error message something like: "dll already exists in the system - can't proceed".
It does not tell me where! I guess if I knew I could uninstall it and proceed.
I also searched complete registry for that name and deleted everything - to no avail.
(this keyboard was installed on this machine before - so I assume there might be any leftovers.)
I tried everything suggested on the net ...
since this a pretty old program ... but there is no "Compatibility" tab in properties.
Both machines (original, where it works ... and new one, to be installed) are Win11 Pro 25H2

Any suggestions, please

I assume you tried running the .exe as Administrator?

PS: I found old dll in C>SysWOW64 and System32 ... deleted

Anyways, tried to install as admin ... not even the usual small windows appear "... allow changes to this computer, etc?
Just something tries to open for a split-second, but too fast to see what i says ...

run command prompt as admin and browse to/run that file. see what output it shows

place the file on the desktop. open command prompt as admin. type:

Code:
cd C:\users\YOUR_USERNAME\desktop

*replace YOUR_USERNAME with your profile name

type the first letter of the filename.
press tab until it populates the filename of the desired exe
press enter
