Can't setup the default program to open .zip file

I cannot setup the default program to open .zip file. Every time ask me with which program supposed to open zip file. even when I setup 7zip program as a default still nothing changed and to open zip files, I have to setup every time from the beginning.
I hope that someone help me to solve it because it is very annoying.

When I use Open with for a first-time format I have to remember to scroll to the bottom of the list of programs after selecting one and choose Just once or Always to set the new default choice. The built-in default for .zip is File Explorer.

I did that but after this when I tried to open zip file again ask me to choose program to open this file.
