Is there a way to tether and share my Wi-Fi connection from my Wi-Fi only iPad model over USB during the OOBE after a clean install of Windows if no LAN is detected on newer motherboards using either AM5 or Z790?

I can try it a little bit later, but I doubt that the drivers required by Windows for USB tethering are available in the OOBE phase. It will be an interesting experiment.

Why don't you go with local account and afterwords install the LAN driver?

I was very surprised to discover that Windows setup used my phone's USB tethering during setup! I'm posting this now from the new Windows 11 install with only the phone USB network activated. So, it does work on the Windows side. I don't know how to set up your iPad for USB tethering.

If you have the LAN driver saved on the USB flash drive, another option is to press Shift + Ctrl + F3 at the first OOBE screen to go into Audit Mode. In Audit mode you can completely set up the computer's hardware and do updates. Then shutdown or restart to OOBE and your internal network adapter will be available for the rest of Windows setup.

Note - if your computer also requires special USB drivers, the USB port may not work for tethering until those drivers are also installed - or only certain USB ports may work and not all of them.
