Continual pop-ups

I downloaded a piece of software called Shutter Encoder and since then I get constant pop-ups from various sites appearing telling me I have a bad virus and need to scan now, which I do and find no virus. I scanned 2,500,000 items with Norton and found no virus. I deleted Shutter Encoder but it made no difference, I still have these pop-ups appearing. What can I do?

I got an E-Mail couple weeks ago saying my McAfee had been renewed but it had come with a new computer and the first thing after setup I uninstalled it. My wife got a similar thing supposedly from Norton just today. Checked the bank and nothing about either showing there. The messages are spoofs/phishing attempts.

You mean browser popups surely, since you mention several sites.
Just clear your browser cache and cookies.

Where did you get Shutter Encoder from? It should be clean, but some sites are adding their apps into installers.

And if you post a picture of pop up it would be easier to find the culprit

Forgive my ignorance. I tried to find browser cache and cookies but it keeps taking me to the internet. What should I do in terms of exactly which buttons to press etc? Thankyou.

Go to Chrome web store and install the extension Ghostery or Popup Blocker Strict. If those are popping up in their own windows those will stop them. Also go into the settings and edit what @Porthos linked for you.

Usually just clearing out temporary files and cookies in your Web Browser will stop them.

Go to the 3 dots top right of your Web Browser, just under the Close Window cross.
(Not the cog under that which is part of the Microsoft Start page settings).

close to the bottom is

Settings > Privacy, search, and services > scroll down to Clear Browsing Data > Choose what to clear.

Choose, Time range All time. Tick at least the first 4 boxes, maybe some others > Clear Now.

Also for notifications
Settings > Cookies and site permissions > All permissions > Notifications > Ask before sending toggle Off.

Check your blocked and allowed lists. I have none in the allowed list and about 20 in the blocked list.

You seem to have done it now.
