I recently used a UK banking site which would not download a document until I enabled the Chrome pop up setting shown below which is disabled by default. Is this a dodgy practice for a banking site to require customers to enable pop ups to be able to download a document? I don't have this issue on other sites.

To me, that is poor form for a banking site.

The question is though, was this a legitimate site or one made to look legitimate?

Were you able to verify the URL independently?

If you have any doubts, try calling the bank and ask them to give you the URL to their website. At least that way, you will know if it's legit or not.

If it is legit, then complain to the bank about this requirement to allow popups and redirects.

The site is legit since I eventually downloaded the statements with the correct account details
