I have a few TIFF images that I want to share as JPEG images with as little distortion as possible.

What are the most reliable programs?

What are the most reliable free programs? What are their downsides?

Basically any photo editing app can handle that. You can just open the TIFF files in paint and click File > Save As and change the format to jpeg. JPEGs will always be lower quality than a TIFF, but mostly it will not be noticeable to the human eye

You might have a look at the freeware Faststone Image Viewer.
Beside being a great app to manage pictures in all kinds of formats and editing them according to the most often used functions, that app can convert and resize pictures in batch. So a whole folder at once can be converted and settings for that can be saved for later use.

It is very user-friendly.

Other apps like Irfanview (is freeware as well) can do the same, but I like Faststone Image Viewer more because of its ease to use.

Edit: as an example I took a screenshot of the options that you can set (and save if wanted so) for file conversions:

Here I activated resize, but you can convert without resizing as well. Every method of conversion (including Resizing formats) can be saved to a settings file.

I agree with @Kees, Faststone Image Viewer is a good choice.

You will find the image batch converter here:
Menu Line > Tools > Open Batch Converter / Rename Dialog > Tab: "Batch Convert"

Wouldn't argue with any of the software suggestions mentioned, but as you asked about potential downsides the only potential issue is that an uncompacted TIFF image is generally defined as a 'lossless' format i.e. the image doesn't degrade (retains the same number of pixels) when changed in size or is edited in any way. However, the jpeg/jpg format is a lossy compresed format and so will be degraded to some extent during by any conversion/re-editing processes though a 'loss' of pixels, but the difference will probably not be noticeable. Conversion to PNG may be a better choice for very high quality image conversion as that is a lossless compacted format, but the files will be greater in size than jpeg/jpg.

My favorite batch conversion tool is XnConvert but, as mentioned, for a few images, pretty much any paint program will do the job.

TIFF to JPEG is a lossy compression method rather than conversion.

Any Image Editor can be used, however not all have much control over the degree of compression.

I have used IrfanView for many years. Has all the options for JPEG formats you will ever need, including variable compression, and batch conversion if required.

MS Paint or MS Photos do not have sufficiently flexible JPEG compression options.

Also note that you can lossless convert TIFF to PNG and still get much smaller files for sharing.

I use the very old Paint Shop Pro 7.04 It can do that and much more. Relatively easy learning curve...
