ive noticed that even when using the Ultimate Performance power plan, my CPU doesnt go to max Turbo Boost speed. my cpu says its max Turbo Boost frequency is 4.2GHz, but Windows caps it at 4.0GHz

i found a power plan option that apparently can change this and allow your CPU to reach max Turbo Speed frequency. i made a script using "set /p" to enter the max Turbo Boost frequency and apply it. did i use "set /p" correctly?

No, you failed to check the result of %MHz% to be a positive ~~non-zero~~ integer, or do any bounds checking.

UPDATE: OK, 0 is unlimited.

My 3rd generation Intel Core-i7 3770 has nominal Turbo Boost speed 3.9GHz, but with Ultimate Power Plan it max at 3.7GHz. Still better than the base frequency of 3.5GHz, but I would like it if I could force 3.9GHz without overheating or other issues.

You are probably at the CPUs power or thermal limit, the Boost clock is 4.2Ghz, but that's not a sustainable clock, its the boost. The chipset lottery will decide that one. Holding the CPU high constantly will stop the chip from boosting higher for short periods.

Depending on your motherboard/bios you might have some tweaking room, as long as the CPU is being cooled well.

That explains my case. My CPU temperature is over 55°C idle and over 80°C when rendering videos. Still 3.7GHz is better than 3.5GHz

Well its probably on a stock OEM cooler type then, so not much luck there, Have you benchmarked the CPU on a standard boost plan and then on the ultimate plan, you might find on stock it boosts more often and on average is a better than always pumping current and heat into the CPU which will drag the speed down over time.

It's worth checking, not had to pin a chip to max since the Core 2 Quad days, a few points either way will not be noticed.

i should mention that i have all throttling, idling, core parking, and cpu power saving options disabled. meaning, my cpu runs constantly at its max turbo speed and never throttles its frequency lower when idling.

you could try.
Using Registry Editor go to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\be337238-0d82-4146-a960-4f3749d470c7
and select Attributes. Modify the value of "Attributes" from 1 to 2. Data should read “0x00000002 (2)”. This will uncover a hidden power option.

then in power settings > advanced power settings > cpu
there will be a drop down menu to change/reset turbo boost settings.

how to here, ignore the 'disable' turbo as this option also allows you to change turbo settings.

i do have the boost mode policy set to 2 (Aggressive) already, this still limits my frequency to 4.0GHz instead of the advertised 4.2GHz max turbo clock

I changed the value from 1 to 2, but there is no CPU setting in Settings->System->Power. However, I have enabled and I am using the Ultimate Power Plan, my Turbo Boost is always on at 3.7GHz. I don't think it will make any further improvement. If you want to enable the Ultimate Power Plan in Home and Pro, open a Command Prompt as Administrator and execute this command to unhide it. Then check the Power Settings in Control Panel:

within the advanced power settings is CPU settings

It was already aggressive, I set it to enabled so it is always on. It is a desktop, so I don't care about consuming more power. CPU temperature while rendering videos is over 80 degrees Centigrade, probably I have to clean dust inside the tower and replace thermal paste, but I don't worry about it. If the whole difference is lower than 5 degrees, it's not worth the effort.

You are all missing the point that Max Turbo frequency single core is usually slightly higher than multicore Max Turbo frequency(Intel CPUs) P-Cores.

On mine CPU multicore Max Turbo is 4.5 GHz(can be measured over a time), the specs say 4.7 GHz single core.

No idea how you can actually run single core on PCs and Apps these days with the complexities of modern CPUs and Apps.

It's only 0.2 GHz so who cares.

I'm curious as to what sort of cooler you are using. If you are still using the Deepcool Gamma Archer I would say that you're getting phenomenal results. My daughter ran a cooler similar to this when she was in elementary school but she's a big girl now and we replaced it with a far more extensive cooling solution. If you are looking for an improvement greater than 5 degrees difference I would recommend this:

So far, I'm getting temps with it that are on par with the expensive Noctua NHD-15 at practically one third the price.

I have read that most office, productivity and other apps don't use many cores, so single core performance is more important than multi core. This includes many older games. Only new games and a few apps use many cores and have better performance the more cores you have. This is for core-crazy AMD fans that think Intel CPUs are crap because they generally have less cores than AMD CPUs. Since most apps and old games need single core performance, Intel clearly beats AMD because it has less cores but slightly higher single core performance. All of us that paid more for Intel are not suckers. We preferred less cores but better performance than many slower cores, since few apps benefit from too many cores. (Excuse me, I am hiding before AMD fans get me...)
