CPU jumps to full speed if a game is running in background

Sorry if this is the wrong place
I just get a new laptop(much more powerful that my old one)and it is my first time using Windows 11

The thing is,I have no idea why but if I game is running the the background(even if it is at 30fps)the cpu speed will switch to above 5gh for no reason
When I switch back to the game,it drops to bellow 2.5ghz
There is no high usage,the cpu speed just goes up and this makes the fans to speed up

And btw,this may be an off topic but is there is any point of running the screen at 240hz if I don't allow games to run at above 60fps

Having a program running in the background and having another program running can cause the CPU to increase its speed which in turn causes more heat which makes the fan/s work harder, noisier. Do you have the same issue when only the game is running?

As for the features of a computer, not all are fully needed, just there in case they are needed. Compare it to Ferrari, just because it can run at 140MPH doesn't mean it has to. [The fastest I've ever driven was over 30 years ago on the Autobahn in a rented Mercedes 190E at 160KM.]

Some games are just made this way, like ETS2, when playing, GPU is quiet, when in mods menu and minimized, GPU screams.

There is nothing wrong, no issues, that is how things work, perfectly normal.

Modern CPUs and indeed your iGPU and GPU will also flicker up in frequency. That is by design, to minimise the dissipated power vital in a Laptop. That of course means an increase in fan speed for cooling when the dissipated power goes up.

It is the CPU (and/or iGPU, and/or GPU) that decides to flicker up in frequency the reason is the design of the chips. A user will never know exactly why with thousands of processes going on.

Things are supposed to be smoother at the higher frequency of 240 Hz, but I cannot tell the difference on mine between 60 Hz and 165 Hz.
The main factor is when using the battery as it lowers power consumption a bit by limiting use to 60 Hz.
