It's not meant to compete with programs that do whole wallpaper slideshows (or videos). DesktopPic is strictly for overlaying images on your wallpaper either via a slideshow (that's smaller than your wallpaper) or by "stamping" images on top of a picture type wallpaper.

It's the Windows desktop equivalent of putting pictures on your refrigerator.

Since it runs as a portable program and works for Standard users, one use case is for employees to put their personal pictures on top of the official company wallpaper (but I take no responsibility for employees breaking company policies). ;-)
