I followed your second instructional video but got an error "Element not found," at the command, "bootrec /rebuildbcd."

You see you need to manually rebuild BCD store and execute bootrec /rebuildbcd command afterward you have executed bcdboot command which i asked you to do it if manually rebuilding don't work.

Try bcdboot c:\Windows /s w: /f UEFI command, replace the w: with EFI partition letter and reboot your system.

Try Startup Repair tool and System Restore tool.

If none works, it's time to backup your files and perform clean installation.

I tried all three above and all failed, so I guess I'll have to reinstall Windows 8.1.

Before clean install please boot to the BIOS > view menu options for storage: RAID, ACHI. IDE > as trial and error see if it the computer can boot by switching these options

I can't remember if the bcdboot command always fixes the error below.

The Boot Configuration Data for your PC is missing or contains errors.
File: \EFI\Microsoft\Boot\BCD
Error code: 0xc000000f



There would have been no need to create a new EFI partition. A new EFI partition is often created manually on the Windows disk when the disk that originally contained the EFI partition needs to be removed.

1. Delete the new EFI partition

diskpart
list volume (find the EFI partition number)
select volume # (use the EFI partition number)
delete partition override
exit

2. Rebuild the EFI boot files on the original EFI partition

Boot from the Windows USB flash drive in UEFI mode and open a Command Prompt from WinRE.

diskpart
list volume (find the Windows partition letter)
exit

bcdboot x:\windows

Replace "x" with the Windows partition letter.

You will see the error "Failure when attempting to copy boot files"
- if the USB flash drive is booted in BIOS mode
- if you enter the wrong volume letter for the Windows partition
- if the EFI partition is missing or not formatted as FAT32

The bcdboot command automatically identifies the FAT32-formatted EFI system partition, copies the required UEFI boot files from the Windows partition to it, and creates a new Boot Configuration Data (BCD) store on that partition.

edit: The /s <volume letter> option is useful on systems with multiple EFI partitions, where you want to explicitly specify which EFI partition should receive the UEFI boot files.

Thanks for the instructions, Celery. I tried your steps in that order and had success creating the Boot files. However, when I went to reboot I go the same error as originally posted.

If bcdboot successfully ran ("Boot files successfully created") but error 0xc000000f remains, check the UEFI firmware boot order for multiple Windows Boot Manager entries. If more than one exists:

- Remove old or invalid Windows Boot Manager entries (if the firmware supports this).
- Or set the Windows Boot Manager entry corresponding to the correct EFI system partition as the first boot option.
