On multiple machines with Windows 11 25H2 I experienced that because of the
registry value Windows did not assign temporary IPv6 addresses, despite this being the default value and IPv6 privacy extensions being enabled. The output of

I am not entirely sure if deleting that registry value is responsible for resolving the issue, or if a reboot would have resolved it anyway. I would like to hear if others have experienced this as well.
