Generally laptops (like your HP) are the PC’s that have Windows versions and a license key embedded in the BIOS that dictates your install (unless you bypass it)
I have not heard of a Desktop having one, but then again I have never owned a Dell Tower.

You can use this PowerShell command to query the embedded product key:

(Get-WmiObject -query 'select * from SoftwareLicensingService').OA3xOriginalProductKey

• If a key is returned, it's stored in the BIOS/UEFI firmware.
• If it's blank or null, no embedded key is present.

I don't know what is the difference in price now, but in the past you could save about 100€ if you ordered the laptop without OS. If you already have a key you can use, you would rather spend this amount elsewhere. Many complained about Microsoft forcing Windows in all laptops and not giving them a choice.

The no OS option was a $119 discount. I saved over $1000 by ordering mine with no storage and no OS. Windows 11 license was $15 and the SSDs were about $800 cheaper on Amazon than they were had I ordered them from the factory.

Savvy used PC/laptop buyers, will ensure what they are buying, is ex corporate, with embedded Windows 10 COA key.

The not so savvy, will try various nefarious means, to activate Windows, at great risk.

Dells are all I own. All Dell PCs in recent years have a license embedded in the bios except as someone stated and that device was ordered with no OS. You do not need a license key to install Windows. The install process will install the same version of the OS (Home or Pro) that matches whatever key is in the UEFI and it will be automatically activated.....depending on the age of your device.

If you are referring to the device in your specs, then yes, your license key is stored in the UEFI.

Back in the days when a Windows 7 and 8 key would activate Windows 10, the first version, Windows 8.0, embedded keys where not detected automatically for some reason, only Windows 8.1 keys. So I used ShowKeyPlus to see the embedded Windows 8.0 Core (aka Home) or Pro key, I wrote it down and I then typed it to install Windows 10 Home or Pro.
