Does this setting make any difference to how Windows runs?

I think it is supposed to put the scheduler into "Server Mode" but, for me at least, there is absolutely no difference in the way Windows runs.
I'm not looking for a performance increase, just hoping to smooth out some very minor lags in certain things in the UI.

It appears to give you the choice of giving priority to "background services", or programs.
I always choose Programs.

I assume "background services" are just that... things like... Window's services.

So if you want things like Farcry 6, or VLC Media Player, or Paintshop Pro to have priority, then choose: Programs

If you want things like Windows Defender, Auto Time Zone Updates, Certificate Propagation, Parental Controls, etc., to have priority, then choose; Background Services.

Just a guess though.

If you are operating server that is being access by your clients then you will set priority to "background services" as your clients will be accessing services provided by your server.

Yep, when you choose Background Services, higher run priority is given to the OS, and when you select Programs, higher priority is given to you, the user , to run programs such as games, Vids, etc.
The setting is however useful if you run a website thru IIS, you would then choose Background.
