This tutorial will show you how to download an official Windows Server or Windows 11 64-bit or ARM64 ISO file from Microsoft.

Microsoft provides ISO files for Windows Server and Windows 11 to download. You can use these ISO files to clean install or in-place upgrade Windows 11.

Option One

Download Latest Windows 11 64-bit ISO using Media Creation Tool (MCT)


This will be for a Windows 11 Version 25H2 build 26200.8653 ISO file with install.esd.


1 Click/tap on the Download button below, and click/tap on the Download Now button at Microsoft's site for Create Windows 11 Installation Media. (see screenshot below)

2 Save the mediacreationtool.exe file version 10.0.26100.7019 to your desktop, and run it.

3 If prompted by UAC, click/tap on Yes.

4 Click/tap on Accept for the license terms. (see screenshot below)

5 Uncheck the Use the recommended options for this PC box. (see screenshot below)

Leaving the Use the recommended options for this PC box checked will have the Media Creation Tool download an ISO that's the same language, edition, and architecture as the current PC.

6 Select the Language and Edition you want for the ISO file, and click/tap on Next. (see screenshot below)

The Windows 11 option includes both the Home and Pro editions. The product key you enter during installation (Windows Setup) is what determines which edition gets installed.

Your digital license or product key determines if Home or Pro gets installed during Windows Setup.

If you skip entering a product key during Windows Setup, then you will be prompted to select to install the Home or Pro edition.

7 Select (dot) ISO file, and click/tap on Next. (see screenshot below)

8 Select where you would like to save the ISO file to, type in a name you want for the ISO file, and click/tap on Save. (see screenshot below)

9 The Windows 11 ISO file will now begin to download. (see screenshot below)

10 When the download has finished, click/tap on the link where you selected to save the ISO file at to open that location, and click/tap on Finish. (see screenshot below)

Option Two

Download Windows 11 64-bit or ARM64 ISO from Microsoft


This will be for a Windows 11 Version 25H2 build 26200.8037 ISO file with install.wim.


1 Click/tap on the Download button below for the 64-bit or ARM64 ISO you want to download.

2 Perform the appropriate action below for 64-bit or ARM64: (see screenshots below)
  • Select Windows 11 (multi-edition ISO for x64 devices) in the Download Windows 11 Disk Image (ISO) for x64 devices drop menu, and click/tap on Confirm
  • Select Windows 11 (multi-edition ISO for Arm64) in the drop menu, and click/tap on Download Now.

Got it. Sure enough, that does not work for me. But I also tried booting from 26200.8524 ISO and it also does not work for me.

Quick follow-up: My 26200.8524 media was created by applying updates to 26200.8524. If I have time, I may try updating an earlier version to see if that makes a difference or just use UUP to grab 8524.

Sorry for being slow on the comprehension. I have too much going on now and didn't take the proper time to read all the posts carefully.

Yes, correct, another user verified the same issue with the MS MCT 26200.8457 installation media, while it works fine with the one created from uup-dump.

As for your suggestion, there is no recenve.exe in that directory the correct file name is RecEnv.exe. Perhaps you had a typo?
If I enter that x:\sources\recovery\RecEnv.exe
it accepts the command, but nothing happens. 😵‍💫🤷‍♂️ (The same with previous MS MCT 26200.8246 which does not yet have the problem going to recovery menus.)
If I issue the same command using the installation media I created from uup-dump it works as you suggest. 👍
They definitely have a bug in the one made with MS MCT.

There is no problem with the ones created from uup-dump. They don't have the changes that MS made to eliminate a menu so they don't have the same bug either. 🤷‍♂️

Also, the older MS MCT 26200.8246 works without this bug.

try putting unbcl.dll in the recovery folder and see if that does it

They already changed that in previous MCT 26200.8246, RecEnv.exe is accepted and does nothing, but in that case the "Repair my PC" button still works, and they still have the menu "Choose keyboard layout". Looks like they started the changes on previous MCT and they finally added the bug with 26200.8457.
The ball is back to Microsoft, they need to fix the bug, I wasted enough time on this. 🤬🤷‍♂️

B.T.W. there is no unbcl.dll on the ones that work.

You are right there seems to be something wrong with recenv in boot.wim the may 2026 consumer edition iso as well.

it works in my winpe because I replaced the recovery folder with the one from winre.wim

it doesnt work if i boot up the virgin boot.wim

I tried the insider ISO 29599.1000 and could not boot, got a read message saying: "Invalid signature detected".

They revoked the CA 2011 without adding the certificate for CA 2023.

Every W11 ISO (to date) has both sets of boot files, but it's up to you to make sure the right version is on the boot media. MS doesn't know if the target PC has their Secure Boot changed or not.

You can instruct Rufus to copy the CA 2023 boot file on the USB. MCT hasn't quite gotten there yet (in asking the user).

This is not MCT, it downloaded the insider ISO, I had to convert it with ADK for CA 2023 and then it booted fine, but still have the same bug as the MCT 26200.8457, when I hit "Repair my PC" it reboots the main OS instead of loading the repair menus. 😵‍💫🤷‍♂️
They still have a bug on the change that removed the "Choose keyboard layout" menu. Microsoft is really a mess.

That is not the issue, the problem is on the change they made when they removed the "Choose your keyboard layout" menu, instead of skipping just that menu they end up skipping them all and rebooting the main OS.

Edit:
It works correctly with Shift + Restart on the installed system 29599.1000 even if it skips the "Choose your keyboard layout" menu.
The problem is only with the installation media created from the insider ISO, in that case it skips all the menus and reboots the main OS. 😵‍💫🤷‍♂️

does it offer to refresh ( or whatever it is called now ) from that menu

you could type at cmd prompt:

reagentc -boottore

then reboot and see what that does

They have the same bug with all the USB installation media created from the latest ISO files released to insiders. I just tried 28020.2207 and it has the same bug, even if the installed WinRE is fixed and works fine with Shift + Restart skipping the 1st menu.
It shows Choose an option and it offers the usual options.
Why don't you try and see what it offers?
