When i delete a Download application in downloads is it completely gone ?

If you did not install it - I would think it would be gone? Or if you Cancel the Download... check your History

No, it's still taking up space on your hard drive until such time as it's over-written.

Delete it, empty your Recycle Bin.
Gone.
Nothing else is worth worrying about.

It goes to the Recycle Bin.

That is the default, however you can change that in the Recycle Bin properties.

IMO, that's not a good idea. That makes it to easy too delete something that you may find was deleted by mistake and then find that it's gone for ever. When I permanently delete something I first make sure I selected the correct file or folder. Then I hold the shift key while clicking on delete.

A Downloaded app/program is usually a setup file to install a program which when clicked, will install the app, unless it is a portable app, which would just run the app.
When you delete the Install file, (ie) Setup.exe, or a portable app, that is sent to your Recycle Bin.
Once you have Emptied the Recycle Bin, then that is removed.
Unless you installed the program, then the setup file is gone but the app/program is still installed on your computer.,
A professional using data recovery software could recover the downloaded file, if necessary. But you could just download it again.

Also., when you install an app/program, if it puts a shortcut on your desktop, deleting that shortcut does not uninstall the app. It is still installed on your computer, just the shortcut to the app has been removed.
