This morning, my backup battery began to beep. So I shut down the computer (Dell XPS Win 11 to reset the backup battery. When I start up the PC, it reaches the login screen, displays an empty desktop, then flashes between an empty desktop screem and an empty light blue screen. This occurs during normal startup and safe mode startup. It occurs when I plug the computer directly into the 120V outlet (i.e., bypass the backup battery). I also tried ‘startup repair,’ but it did couldn’t find a problem. I do have a Macrium image of the drive, if that would work. Suggestions?

Windows Update might have messed with your graphics drivers. So after login where the screen resolution should change it cannot and crashes. Can you login in Safe Mode? If not try the "Enable Low Resolution" option. Once in Windows load Device Manager and expand Display adapters. Right-click on it and select the second option (manual) and then the second again (select driver). Set it to Microsoft Basic Display Adapter. If there is a second one, change it too. Restart the computer, you should now be able to login and download the latest graphics drivers.

Both normal mode and safe mode flash (see gif, above). Neither allows me to log in,

The log file created by Startup Repair can help to find out the cause of the boot problem. In this video, i will explain how to use the Startup Repair tool to troubleshoot boot problems in Windows 10 and Windows 11.

1. I ran Startup repair. It couldn’t fix the problem
2. I opened SrtTrail.txt It completed test successfully, boot status indicated that OS booted successfully.
3. Not sure this is relevant but: I looked for the last file created on the PC. There appears to be a big 2+MB file by the name ntblog.txt; it was created around 8 am this morning. I found the beeping backup battery around 9 am. The flashing started after I tried to reboot.

What about Low Resolution mode? Try this and before restarting scan for malware with Superantispyware or Malwarebytes Antimalware and clean all results.

Use this video to learn how to uninstall device driver and hopefully uninstalling graphic card driver will resolve the problem.

In this video, i will show you how to uninstall offline windows operating system drivers with Dism command.

GOOD NEWS. Now the PC boots. Do you recommend I let windows update my computer again?

I used DELL supportassist to update my drivers. The computer has rebooted without trouble several times. Perhaps the computer shut down during windows update, and that screwed up the drivers?

used DELL supportassist to update my drivers.
Good for you.

The latest update is causing havoc if one has a 3rd party app that alters the GUI (ex: explorerpatcher, start 11, open shell, etc) If you have such an app installed, uninstall it.
MS has also stated that most upcoming updates will cause problems if the developer of such apps has not updated their product.

I use explorerpatcher and open shell.
Do you recommend I let windows update my computer again?
Yes I do. There is no problem with the update. It's the fact you have either/both those apps installed. You can attempt to update both the apps and then try windows update again, but MS has warned this issue will reoccur with future updates. If any WU affects the GUI (and most of them do), the developer of these 3rd party apps have to have patched their app and the user have updated the app on his machine before update Tuesday.

"After installing KB5022913 or later updates, Windows devices with some third-party UI customization apps might not start up," Microsoft said.

So keep Open Shell and Explorer Patcher updated before any new Windows updates come out.

Glasskuter. Once again, your encyclopedic knowledge is greatly appreciated. (I didn’t know about Tuesday update.)
