Since installing 23H2, I have had quite a number of instances where when I go to Shutdown, the option shown is "Update and shut down" instead of just "Shutdown", though if I don't shutdown and open Settings / Windows Update, there are no pending updates or updates requiring a reboot shown. For instance, I booted up my PC this morning (it's 14th December here in Australia), checked emails etc, and when I went to shutdown I was presented with "Update and shut down". Instead I chose "Update and restart", and when logging in after the restart, I checked Windows Update history, but according to that there were no updates installed today. The last updates installed were the patch Tuesday updates that I installed yesterday.
