Frequent "Update and shut down" when turning PC off

Since installing 23H2, I have had quite a number of instances where when I go to Shutdown, the option shown is "Update and shut down" instead of just "Shutdown", though if I don't shutdown and open Settings / Windows Update, there are no pending updates or updates requiring a reboot shown. For instance, I booted up my PC this morning (it's 14th December here in Australia), checked emails etc, and when I went to shutdown I was presented with "Update and shut down". Instead I chose "Update and restart", and when logging in after the restart, I checked Windows Update history, but according to that there were no updates installed today. The last updates installed were the patch Tuesday updates that I installed yesterday.

Any suggestions on what is causing this?

Sounds like you had a bad update install.

Open Settings > System > Troubleshoot > Other troubleshooters and click on Run beside Windows Update.

Let it finish and then reboot.

Recheck for any updates and install them if need be, otherwise things should be back to normal.
