Have you tried reinstalling the driver for the keyboard? if not, go to Device Manager and uninstall the driver, reboot and let Windows install the driver, complete the System specs in your profile, it will be easier for the members to help you with appropriate suggestion.

Now that you have our attention...

Would you normally have to press an additional key to get the keys to perform as function keys? My Lenovo laptop is like that.

If so, I presume that you need special drivers for that. I'm a bit surprised that the drivers didn't survive an upgrade installation. Or did you do a clean install?

Xiaomi drivers seem to be a bit hard to find.

i didn't clean intstall just update w11

I would have expected the drivers to be retained.
Twice.
However, I tried an upgrade install from 10. Twice. The results were such a mess that I resorted to a clean install. So far, that's OK.

This is on a desktop, though. Standard keyboard, wired.

I had a problem with FN brightness keys with previous updates on my laptop that was fixed with 22000.120.
good to hear that, but where did you get the 120 build? i switched between beta and dev channels but still no 120, ps: im checking it on windows 10 since i rolled it back after encountered the hotkeys problems

After having problems with 10-->11 update, I created an ISO from UUP dump (this was build 10.0.22000.100) and made a clean install on a second partition on my SSD thereby having a dual boot system. I still had problems with FN brightness keys with this build (FN volume keys were working though). I then joined Beta insider on this build and then updated to build 10.0.22000.120 when it became available. Fn brightness keys then started working correctly.
I would suggest creating an ISO file of build 10.0.22000.120 and doing a clean install.

Then use this tutorial to upgrade from Windows 10 to Windows 11 using that .ISO you made from the previous tutorial:
