Getting "The Publisher could not be verified" warning

I'm getting "The Publisher could not be verified. Are you sure you want to run this software" on a batch file I created from scratch using Notepad++. The solutions I've seen only seem to be for downloaded files.

I've looked under Properties -> Digital Signature but the screen is blank, and the Details buttons greyed out. Every user has full control.
I've checked Internet Controls -> Local Intranet -> Sites -> Advanced and tried every possible IP address of my PC as a site. Nothing works.

How can I eliminate this warning?

Oops, I did forget to post that.

It's a simple batch file backing up files from one place to another. It's located in the directory containing the files to be backed up.

Copy Stash_* ..\..\Saves\.
pause

I should mention I get the warning for every "homemade" batch file.

Windows 11 Home or Pro? I'm guessing Win11 Home but your computer specs don't say.

Ran the scripts, ran gpedit.msc and followed the instructions, but no joy.

I added the extension .bat to low, medium, and high risk. But I don't think I wanted 'Attachment Manager' for this issue.

Still checking.

Got these suggestions on a Microsoft forum. The suggestions in normal text, my results in BOLD (nothing good).

Unblock the file (Right-click → Properties → Check "Unblock").
Didn't work. When I checked the box and clicked Apply, it said it couldn’t do it because the file doesn’t exist (which is absurd). I clicked “Ignore” and also "Ignore All" and it went through without error, but the Unblock checkbox remained unchecked.

Change Group Policy settings (gpedit.msc → Enable "Don’t prompt for Windows-based programs").
Cannot find. Supposed to be under “Windows Explorer” but no such entry under
User Configuration -> Administrative Templates -> Windows Components.

Adjust Internet Zone settings (inetcpl.cpl → Enable "Launch Applications and Unsafe Files").
Didn't work. Still get warning message.

Disable Windows SmartScreen (Win + I → Security settings).
Pressing Win + I does nothing.

Move the file to a trusted location like C:\Scripts.
Didn't work. Still get warning message. I had to create the folder C:\Scripts as it didn’t exist.

Run from Command Prompt (start your_script.bat).
This worked but highly impractical.
