Yeah, that's the installer for Chrome itself. Way too big to email.

Zipped, it's 4.79MB

You do not have to send the Setup file for size or if it won't let you for security reasons,.
Just send the download link to the user via email Gmail

Or better yet, tell them to do a Google search for Google Chrome Download and let them find it on their own.

I stand corrected, 25MB is the file limit for attachments in Gmail
  • Automatic Google Drive Upload: Files larger than 25 MB are uploaded to Google Drive, and a link is provided in the email.
  • File Types: Certain file types, like executables (.exe), are not allowed for security reasons.
As stated, send them the download link or tell them to find it on their own using Google search
