I'd forgotten about this but an excellent battery report can be got from running this command in admin mode

Not so sure of the use of "excellent"

There is a flaw in that article, sections 3 and 4. Battery report is not working properly or it's faked.
The Design capacity should stay the same throughout the timeline.
