Gpu and cpu stress test issue ?
When i go to stress the two the cpu goes to 253 watts it's limit but when that happens the gpu drops from 320 watts to 200 watts is this normal??.

If you monitor with HWMonitor or HWinfo, it will show you minimum, current and max values for everything.
You need to worry more about temperatures than wattage draw.
And yes... what is the make/model of your power supply?
