GPU Core Clock jumping between max and min value! (RTX3080)

This is a brand new laptop and everything seems to work fine except for the GPU always on Max and value jumping. There are two GPUs on this laptop and normally it should use the intel UHD one when idling. I have recorded the screen and posted a video, so you can see it : (this is done while the PC is idle)


Look on the video how the GPU clock is behaving and you can then see the log file.
I was wondering if anyone with dual GPU PC can check and see if this is a normal behavior? I did the test with GPU-Z .
But MSI Afterburner also shows same kind of spikes.

I have done a stress test on the GPU and it didn't have any problems. Temp was at 75 Max during the test. But I had a BSOD
when running steamVR and this error:

Oh, no, that setting (Preferred graphics processor) is now ignored.
It's taken from
Setting > Gaming > Game Mode > Graphics

I'd just turn off the weakest one personally, My 2070s Pretty much sits at 0 whilst im doing nothing, In a game where its not needing very much my core can sit at 1600 or so and under full load it goes to 2070mhz( Ironically). Depends what its doing and whats needed.
Bios and turn the weakest most useless one off.
I done it with my 10700k.

Thanks for your reply and sorry if my question was confusing. After posting I could not find an edit option to modify and correct it.
From the screenshots you posted you cards are not doing the spikes like mine and they are working normally. I have also tried setting the "preferred graphic processor" in Nvidia control panel to "Integrated graphics" and also to "Auto select". But the nvidia GPU still have the core clock spikes and the core clock changes form max to minimum on a heartbeat rhythm style. It looks like if Optimus is not working and not putting the second gpu in pause mode!

Yes. I have tried disabling the intel GPU and using only the dedicated Nvidia one. In this case the Core clock will no longer do the up and down spikes and remains stable at a low frequency when idle and goes up when I run a gpu demanding software. (it behaves normally)

But MY REAL CONCERN is: If my laptop is defective and if there is a hardware problem causing this behavior?!
I have bought it few days ago from amazon and I can still return it if it has a problem. Once that window closes I will not be able to return it and it will be complicated.

Maybe try a clean Windows 10 installation.
But I don't know if that will prevent you from going back to Amazon.
I don't use proprietary software from the laptop manufacturers and don't know how it affects performance.
