gui showing up late after every restart or shutdown and turning on the pc

Let's look at the facts here.
1. You say trouble started 2 weeks ago. The Intel graphics driver was updated 2 weeks ago and this is a graphics problem. It can be the driver itself causing the problem, OR it can be there is a conflict between the new driver and some app you have installed on your system. It is up to you to determine which one. If it is an app causing the problem, it's easy enough to fix by uninstalling the app. If it is the driver causing the problem, the procedure to resolve it is more difficult to resolve if you are running Windows 11 Home because as soon as windows update runs again the problem will be back even if you uninstall the driver. If you are running Windows 11 Pro, you can use group policy to prevent windows update from updating drivers. Which do you have on this machine...home or pro?

2. You say safe boot works fine. You are not using the Intel graphics driver in safe boot.

3. You say clean boot works fine. It's a process of elimination. Did you do follow through with that entire clean boot tutorial? If so you would have been able to narrow the problem to a startup app or service.

I suggested to try to rollback the graphics driver. Did you try that? You must tell us what is happening on your end before we can advise you.

There is a reason MS made stipulations on hardware deemed incompatible with Windows 11. It may be that as the GUI has evolved, your graphics is so poor it's not up to the task. If that be so, the only suggestion I have for you is to reinstall Windows 10.

So the driver did , in fact, roll back. You said you did not have a problem in clean boot. Did you, or did you not, go through the entire clean boot procedure? Help me out here vorsv. You have to tell me everything rather than me having to ask for everything. You have a laptop and a pc with the same problem, both incompatible machines, correct? Do they both run Intel HD graphics?

Has either system EVER worked correctly running Windows 11?

gui not showing up after turning on the computer
it takes so long to load to use apps i use ctrl+alt+del and open task manager and use the run in the task manager to open apps till the gui loads

If we're talking about the computer in your specs... it's probably always gonna load the GUI slowly.
It needs more RAM and if it doesn't have one already... an SSD as well.
Even so, that time to start sounds excessive. Perhaps you'd like to put some figures on that. You can use the .bat file from this tutorial.

For comparison my System Two with a 1st gen i5 M 520, a 500GB HDD, and just 4GB RAM is close to the one in your specs. It takes a little over 2 minutes to shut down and completely restart. If yours takes a lot longer than that, then it's not just down to low system specs.

And... mine takes 39 seconds to restart. Although sometimes, right after an update...it gets stuck right after I enter the password, for about 15 extra seconds. As I mentioned, 1-2 reboots fixes that.

I thought I would give that go. Ran it on my main system and was at 93 seconds. Ran it on my DELL Laptop "See My Specs" It ran but on restart I got this.

I tried to run it again and got this.

Via stopwatch my comp takes 39 seconds.
Via the .bat file it takes 44 seconds.

In both cases, that includes typing in the password... I assume.

Note:

This is with AIDA64 and Bitdefender still running.
I can't get a screenshot of the .bat file results cause Bitdefender deletes the results and the .bat file. :D

Keep in mind... I removed all the Windows Apps, with REVO.

Still assembled, still runs. Haven't turned it on for 13 years?
Perhaps you sign in with a standard account on the laptop and an administrator account on your main system?
It is an Admin local account on my DELL and an Admin MS account on my main system. Being a local would give me access denied even tho it's an admin?

No, it shouldn't. My screenshot in post #29 was a laptop with just a local administrator account.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. I fixed it. I went into C:\ProgramData and deleted the file, "Measure_the_time_via_a_batch_script_provided_by_TenForums.log" I've run it twice now and am at 66 Seconds. Oddly enough that file hasn't been recreated since!
