How can I change background photo location?

I know the default is C:\Windows\Web\ but can I use a folder on my OneDrive for the default location? Also, when I right click a photo and Set as desktop background, where is the photo file saved to?

You can create a folder of pictures anywhere you want and "browse" to it for a wallpaper.
It helps to make the pictures close to the shape of your screen. Like horizontal rectangle (landscape), pictures.

You could try creating a symlink to the default folder in whatever location you wanted..
