You are talking about policies in the USA. The OP is from a time zone of +5.5 or close to that and those areas may not have the same consumer protections.
Maybe yes or maybe no. Just wanted to provide a possible solution.

Try this.
Go to settings-privacy and security-location. Toggle location services to on. Toggle 'let apps access your location' to on. You can choose which apps can access your location. Make sure settings is toggled on. Under default location, manually set it to where you are. While on that page, clear location history.

Then go to settings-time and language. Verify time zone is correct. Manually sync your clock by clicking 'sync now'.

HI, glass... Would not windows catch up with my regional time. I have given the region and it is correct . When I went to date and time in control panel and tried to sync, i get an error occurred when i tried time google com time windows com or default time.nist.com
is that not a windows 11 bug to solve.
My concern is I bought the Desktop only on this month.
Last synced with time.windows.com in 2015 is a puzzle to me.
why it shows

You must do this in order to sync, have you?

The date 2015 is arbitrary and means nothing, just like some Intel/MS drivers from 1966.

What about? ping time.nist.com
I am at a loss if you can ping OK.

And if that was a MS bug, Millions would have reported it, I suspect.

Scroll all the way down.
Select additional clocks.
Tab Date and Time

Can you check your time zone?

A successful ping does indicate that it is possible to contact the target. However, it does not prove there is a successful path for time setting.
@garlin had a suggestion back in post #15 that appears to be not checked yet. If there was a problem with the port then time setting would fail but a ping would be OK.

Good point. It's beyond me at this point.

I referred to a time set program from NIST back in post #14 . If that software works then it would prove he could use an NTP program to update the time and as a work around he could continue to use it. It would not update the info in Control Panel or Settings about when the last time sync occurred. If however that NIST time setter fails then I have no idea what to make of that.

I have a problem with setting time using Windows on all 3 of my machines. The NTP process times out and it seems windows doesn't do a retry. I think it times out because I am in Australia and I was using time servers in Nth America. I found that my ISP has a time server and I just found it works OK without timing out.

I wrote a script in PowerShell which does a daily time set (accurate within a couple of seconds). That would definitely work for the OP because it works through the browser port(s) and he would see the results on the screen instantly. @jraju you can have a copy of it if you want. See the image.

I automatically run it daily using the Task Scheduler. The image was when I was doing some testing.

Other things to try, attempting to sync after each one.
1. If you are using a VPN, turn it off.

2. Go into bios. Is your time correct there? If not, manually set time in bios as close to accurate as possible.

3. In Services, find Windows Time in the Name column, right-click it, and select Properties. Try changing it to automatic delayed start. Start the service.

4. Command prompt as administrator run following commands:

net stop w32time
w32tm /unregister
w32tm /register
regsvr32 w32time.dll

restart computer

5. change cmos battery as @barman58 suggested. Just because the PC is new does not mean you couldn't have gotten a flaky cmos battery.

It's never been proved whether this PC actually can talk NTP to outside servers.
Run this command to test, for comparison I've included the results when you test 127.0.0.1 (your own PC, which has no server).

5. change cmos battery as @barman58 suggested. Just because the PC is new does not mean you couldn't have gotten a flaky cmos battery.
Defective CMOS battery will only manifest as the wrong date when you powered off/on the system. While the PC has power, the onboard clock will continue to work as expected.

Recent model Dell computers will run complete ePSA hardware diagnostics by doing the following:
1. Power down completely.
2. Hold down the "fn" Key and press the Power button at the same time.

Boot into Setup (Bios) set the Time and Date here manually. Save and Exit. Boot into Windows and make sure you are online and Sync with Time.Windows

Hi, changing the location settings in private and security settings in SEttings has given the exact time sync success one time. But checking sync again gives the same error like error occurred as peer is not reachable, time expired and some other errors.
So, my sync 2015 has gone. I think it is only a partial fix. But syncing for a recent time really worked. Kudos to glasscuter and OAT.
Regarding, correcting in bios, where could I find date is not known to me. There are so many guis. I have seen No Dos only now.
