In any case, I tried doing a in-place repair install of Windows 11 23H2 Beta Insiders 22635.4367 and it didn't make a difference, still got the same screen as the first when Secure Boot is on in Deployed mode. Wonder what else I could try so Secure Boot works again as all youtube videos basically point to reinstalling with Windows Setup.

@TraderGary - Yes but how one feels something is still not the same as actual temps as in the actual degrees in Celsius. Interactive Brokers won't really push the CPU unless you were doing like a few thousand symbols in real-time quotes that updates many times per seconds each but even that won't push the CPU compared to a internet browser as using this for example:

This is with 120 tabs already opened currently on the XPS 15 9570:
image.png

This is with the addition of ThinkorSwim Desktop with 1800+ symbols real-time updating - To see what symbols are included - see John Lane has shared 1 photo with you!

image.png

So the temps don't really change much.

Interactive Brokers Traders Workstation's GUI is also almost 25 years old and hasn't changed much and isn't that demanding compared to ThinkofSwim which has customizable scripts.

But here is what I found about the XPS 16 and this is a summary of what others have said so don't shoot the messenger:
XPS16's cooling is not the same as the XPS17(100W total TDP)
XPS16 has a 80W total TDP
It is a thermal downgrade from the XPS17 as it also lacks the second SSD slot.
It should be quite a bit better than xps 15 because of using a vapor chamber and heat pipes.
Xps 17 uses all vapor chamber and xps 15 only heatpipes. Xps 16 is a mix of both so it's overall a downgrade because it's not a full vapor chamber.
The heat seems to be moved to the heatsinks by the heatpipes from the vapor chamber that acts like a heat spreader.
Also heatsinks seem to be thicker than on xps 15 at least, don't know xps 17.
Air intake --> the bottom part there is no fan opening... All air comes from the sides, seems to be a risky move, hope that thermals stay the same or at least noise goes down.
Yes, I know all that and I did my research before buying the XPS 16 9640. I also had the opportunity to spend a bit of time with one to see if I liked the new keyboard, etc. I'm a fast touch typist and it does everything I want as fast as I want, and it runs cool to the touch for what I do. I'm mobile a lot and it easily gets 12 hours of battery life. I like it a lot.,

Yes, I'm well aware of everything about Interactive Brokers and Trader Workstation. It's how I've made my living for the past few decades.

I didn't list what I do with my computer to impress you with workload, I simply was telling you what I used. I know I don't tax my computer with my trading or my photography.

I had the same Dell XPS 15 9570 that you're using a couple of computers ago. And yes, it did run quite warm to even hot. From experience, there is no comparison between the older XPS 15 9570 and the newer XPS 16 9640.

I already tried that since Expert Key Management, Custom is off but I tried toggling it on. Delete in each section and then Delete All Keys and Reset to Defaults. It made no difference. Did you mean resetting default values for the entire BIOS or just the Expert Key Management section?

@TraderGary - I meant without providing actual stats, it really means nothing. Even the XPS 15 9570, they are not all the same even though it might be the same specs wise on the outside. There are some that have only 4 screws for the heatsink/fan and others that have 5 screws for the heatsink/fan, mines is the former while the later appears to be what everyone else has. These machines from Dell are all OEM by Quanta or Compal. And even the CPU, some CPUs will spec better than others and run cooler while some will run hotter which is why some people seem to have the better undervolting i7-8750H than I do. Even with the XPS 15 9570 running the exact same things, it was really fast for the first 2 years then the performance went downhill and I have replaced the fans which seems to have a higher CFM than the original ones as I mentioned in the Intel Video Drivers thread so it's actually working fine for me other than a few websites which works fine in Firefox but makes the computer unresponsive in both Google Chrome and Microsoft EDGE and Brave, basically Chrome based browsers. What's weird is the Acer $499 machine from Target that does not even have a GPU other than what's in the i7-1165G7 CPU with 16GB of RAM has no problems with that webpage in Microsoft EDGE and Google Chrome.

But as I mentioned, I do not have Air Conditioning in San Francisco just like most people don't and my machine is sitting on top of laptop desk which is sitting on top of a cardboard box that still has my Proceed Amp 5 (baby Mark Levinson) Amplifier inside so it will never be as cool as I want it to be. That was why I asked if you had A/C or not as obviously the room temperature is going to be lower if you did since the system will never be cooler than the room temperature.

My entire networth is from buying but not regular trading as AAPL for example, I have a 60,000%+ gain as I bought at $0.42. Basically, my investments are $100K total but it is a low 8 digits as of now and I began investing in 1992 so it also is a few decades.

XPS in the old days stood for eXtreme Performance System when Dell was competing in the gaming market I guess, when XPS used to be only available on desktops. My XPS 15 9570 was free as Microsoft Store never charged me for it. I think the XPS 15 9570 actually looks good as far as looks are concerned but if I were going to buy something, I would probably be getting a Precision Mobile Workstation or one of the Alienware models over the XPS 16 or even XPS 17 because apparently, the XPS mobile line of machines did not exist until after Dell bought Alienware so obviously the XPS machines even though had the acronym above, maybe it does not anymore as those would go to Alienware. In fact, the person who owned Alienware is the one who designed the XPS 15's thermal system which appears to be poorly designed. For a 16" machine, I would have expected a numeric keypad which I got spoiled by with a ASUS G74SX-3DE which did have one and when I first had the XPS 15 9570, it took time to get used to when entering numbers which I do periodically as I have close to 100 accounts and every so often, I will need to manually copy and paste transactions like dividends, dividend reinvestments, stock splits, mergers, etc. to notepad or notepad++ and then manually remember part of the data and also copy and paste the other part of the data for a transaction that gets entered into Microsoft Money which gives me a real-time up to date of exactly what my networth is and what each position is worth. This is way more complex than trading as trading is just a buy or sell and analysis. Then there is taxes which I also do on my own and that takes 12 hours for both Federal and State per year and about 50 pages of paper as the software does not allow e-filing when there is a Schedule K-1 involved for owning UNG which is a ETN. I am mentioning Microsoft Money because it has a major handles leak that slows the system more than anything else.

That's why I was saying it's better to compare apples to apples as it depends a lot on how much load you put on a system and your system is still new so it's too early to tell. I mean even without the 120 tabs on the browser, the XPS 15 9570 as originally shipped by default is running a lot of processes, about 500 to be exact. The XPS 15 9570 when I originally had it always ran at 80C-100C, the current system runs from 50C-80C most of the time and I read some people found a modified heatsink for the XPS 15's that basically has twice the heatpipes but stacked that makes things cooler so I might want to go that route first as it's a cheap $35 hack if it helps the system.

Regardless, I am glad you are happy with your XPS 16 but you also never had any problem with the XPS 15 9570 either while I and others have.

How about updating BIOS, even to the same version 1.27? It is like a repair upgrade.
Yeah, I was thinking about that one and will probably do it after I finish my nightly read of the forums in the next 30 minutes or so just to make sure there is no apps or drivers I need to update that requires rebooting. It was me that caused the original issue as I was trying to get the VenToy USB to secure boot so I did the Expert Key Management and then the Delete and Reset on the keys toggling Custom Mode on and off.

I was also reading while googling to do:
bootrec /fixmbr
bootrec /fixboot
bootrec /rebuildbcd

but I do not see the bootrec.exe file anywhere on my system and since this is UEFI, not sure if I have it correct but wouldn't /fixmbr be a no no?

Well, that's not the issue. The issue is I still have not unpacked since I have moved in June 2009 because the entire house will be torn down and rebuilt to be both taller and longer so it will have a new story added and whatever I buy will basically be collecting dust while the construction happens for the 7-24 months while I won't be here, not to mention it is very tightly packed here with a few hundred of the 25kg UPS Shipping boxes since I haven't unpacked yet. Same reason I didn't upgrade or get a new desktop yet as the desktop is still from 2001 and running Windows XP 32bit and only serving one purpose, running WinFax Pro for the faxes I am sending.

I basically gain 62.5% daily of what Bill Gates makes of a day but I don't even have 0.1% of his networth. I'm a Astrophysicist so I like to solve problems as it will also help others too since it appears no one has a solution to this problem yet.

How about updating BIOS, even to the same version 1.27? It is like a repair upgrade.
I gave the updating BIOS a try from v1.27 to v1.27, then loaded Factory Settings and then configure things the way I always had it and it didn't make a difference. I wonder is there a way to completely wipe the CMOS so it's completely clean before I load the factory settings as for all I know, it could be that the Secure Boot database needs to be wiped clean from the CMOS.

I tried the followings yesterday as mentioned in post #3 of this thread:
Within the BIOS:

Settings > Secure Boot > Expert Key Management
  • Checked 'Enable Custom Mode'
  • Clicked 'Reset All Keys'
  • Unchecked 'Enable Custom Mode'
  • Click 'Apply'
Enabled Secure Boot and had Secure Boot in Deployed mode and it no longer shows the original message but now shows the standard Dell logo POST screen but without the spinning circle on the bottom which is usually when it will boot successfully even with Secure Boot on in audit mode but instead, Dell's Support Assist runs and tests the memory and then shows this screen:

What is interesting is before I did the bios upgrade 1.27 over 1.27, two days before that, I got it to show this popup but I could never get this to show again:

I fixed the problem as my thought was turning off Dell Support Assist so I can see how the computer actually complains without Dell Support Assist interfering which was done by going into the BIOS Setup, SupportAssist System Resolution, changing Auto OS Recovery Threshold from 2 to off
and basically I got the same message as this (this is a borrowed online picture with the same 100% exact screen data):

Thanks to @spapakons for mentioning Sergei Strelec's WinPE in other threads which is not related to this issue, I added this to my VenToy USBs and booted Sergei Strelec's WinPE and there was EaseUS Partition Master in the Hard Drive tools section and I remember from reading Windows 11/10 Boot Repair: Fix UEFI Boot Issue on Windows 11/10/8/7 that it offered a Boot Repair option so I used it which took a few minutes to complete the repair process and then I enabled Secure Boot in Depoyment Mode and Windows 11 Professional Edition x64 Beta Insiders 23H2 Build 22635.4440 boots again in Secure Mode. I wonder what EaseUS Partition Master's Boot Repair does differently that fixed the problem.

I was going to try this but haven't yet:

I was having problems with my Dell Latitude Tablet booting, and I booted from a Macrium Reflect Rescue Drive, and used "fix windows boot options" and it now boots fine.

Glad that worked for you. I completely forgot about the Macrium Reflect Rescue Drive which I have as a ISO for Macrium Reflect 8 but did not create a new one for Reflect X yet.

One thing to note is it appears that the Boot Repair mentioned in comment #35 in this thread appeared to have broken the Windows Insiders Settings as the Setting option was missing until I did in a elevated command prompt:
Code:
bcdedit /set flightsigning
bcdedit /set {bootmgr} flightsigning on

and then rebooted
from

The Boot Repair probably replaced all the files in the BCD Store with new copies.
