How do I transfer a program that I didn't download from windows appstore to another hardrive?

So I find tutorials on how to do it from apps downloaded from the windows appstore (the add or remove programs one) but that option isn't available for programs that I have bought and recieved via usb and email.

Not sure I understand correctly but if what you have on the USB drive and mail are links you can try this.
Go to settings -system -storage scroll down and expand Advanced storage settings -Where new content is saved to get to this page,

The way I read what you want is you purchased programs on the internet. You received proof of purchase through email, downloaded the programs, and installed them using a product key you received in an email. Now you want to use those same programs on another computer. Is that correct?

Generally, you can't "transfer" programs between installations. Programs installed in Windows often require an intricate collection of system files that the installed program needs to run.

In such cases, you would need to download the program again and re-install it. Licensing EULA conditions may/would apply
