How do I Zoom or Magnify Part of a Video ?

I have a video that was recorded by Blackvue Dashcam however part of it is not clear , the number plate (licence plate US) and I want to magnify or zoom in to make it clearer. Is there a way to do this ? it's an MP4 file format.. Windows has a magnifying tool but I am not sure if it works on videos, just the desktop..

The problem is if it is not clear at normal resolution, it is unlikely to be clear at lower resolution. What resolution is the video at?

What are you playing the .mp4 with. If you have VLC Media Player you can take a snapshot of a single frame then view or enlarge it in any photo editor. Even in MS Paint.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

Zooming will not in any way make a picture clearer or better. It will keep the same rresolution and just make the pixels bigger.

But I think the real question we should be asking is why are you wanting to zoom in on the tag number of this car? obviously it is not yours , because if it was you wouldn't want to be putting your tag number all over the internet

zoom can be done with vlc.

there is a litle thing at bottom left which opens a menu

But I think the real question we should be asking is why are you wanting to zoom in on the tag number of this car? obviously it is not yours , because if it was you wouldn't want to be putting your tag number all over the internet

It is possible that they need the tag number because they want to report the driver to the police.
