How do Share Files Between Two Win 11 Computers -Same Network?

I have never experienced, or seen reports of, your symptoms.

the two local accounts with the same name and password on all 3 machines
One of them needs to be an Admin account so it can be used when you get a challenge to enter network credentials.

I have bopped back and forth between Standard and Admin for all of the accounts in the system in my tests. I have not recognized any cause for the effects observed.

Should I:
Start a new thread?
Take it to Microsoft?

I think asking MS would not get anywhere but that's just me.
If they prove to be any help then do come back and say what they did to fix the problem.

As I mentioned earlier, I found your descriptions of the symptoms & the steps you had taken very confusing at times.
  • I think it would be worth returning to my suggested checklist & making sure you did every step as I suggested.
  • Didn't Hannes also post a link to a checklist earlier? You might usefully check your steps against that as well. I think we only differ in whether or not to have Password-protected sharing turned on.

As for starting a new thread of your own, that would probably be worthwhile. This one has become very long and includes problem reports from, at least, three people.
A problem you will face in starting your own thread is in concisely stating what the symptoms are & what steps you have already taken.
- Perhaps you can state that you followed every step in my / Hannes' checklist & give the link so someone can see what you've done that way.
- Include, in your description, a name for each computer and user that you can stick to throughout discussions so that there is no doubt about what you are referring to in each post.
- For something potentially complicated such as this problem, I suggest you draft your thread title & description on your own computer so you can readily check through it before posting to make sure it contains everything you want to say and that everything will make sense to everybody else.
- - Getting that first post right can have an enormous effect on your chances of a successful thread.
- - You cannot rely on correcting info or adding further essential info in later posts because at least some people will not notice.
- - I draft mine in Word but I do have to work through it after posting [in TenForums, at least] to restore blank lines to help legibility. I don't know why blank lines should disappear when posting from Word but they do.
- - I often number paras in complicated posts in the hope that replies will specify the para to which they refer.

Also include a link back to here and state that you have included every relevant fact from these discussions in your new thread.
And come back here to post a link to the new thread along with the statement that you do not want to pursue this thread any further.

Best of luck,
Denis

Take it to Microsoft?
If MS knew what they were doing when it comes to networking you wouldn't have to ask. It would just work. IMHO, they are more concerned about making new emojis and desktop stickers.
