During Windows 11 clean install (of any edition of Windows 11), when you get to the screen wanting you to connect to the internet - if you don't want to connect to the internet or don't have a network connection available:

1. Press Shift + F10 to open a command prompt.
2. Enter "taskmgr" to open task manager.
3. Click on the more details button.
4. Scroll down to Network Connection Flow, highlight it, click End Task.
5. Close task manager, and you can then continue with the clean install without connecting to the internet.
6. Obviously, you will only be able to create a local account with no internet connection.

This even bypasses the network "requirement" for installing Windows 10 Home.
