How to force stop an external hard drive for easily safe ejection/removal?

This has been a recurring annoyance for years regardless of what windows 11 version I use.

When I plug in my external hard drive ( NOT USB stick), and right click on the icon in 'This PC', there is no option to eject the drive. I only get format option.

Doing right click on USB icon in the system tray near the clock, then choosing safely remove option tells me that the drive cannot be stopped right now .

I tried a workaround by typing the following in run command but I still get failure. My drive isn't using any files on it.
RunDll32.exe shell32.dll,Control_RunDLL hotplug.dll

Here's a screen recording of what I encounter

Is there any free utility that allows me to "force stop" the drive so I can remove it easily? Or any registry hack that adds the option of 'eject' on the right click menu for external hard drives?

I don't know a fix for this but I agree with you and I believe it is a common problem but not on all devices. Maybe it is a difference in the Windows OS type. Home vs Pro? Just guessing but I notice it happens on my ASUS laptop running Windows 11 Home but not on my GMKtec running Windows 11 Pro. Both are local account sign-in. On the ASUS I have to sign out, remove the drive and sign back in. On my GMKtec it ejects every time no problem (except when I forget to close File Explorer, which is using it but that's down to me).

I usually eject using the eject icon in the system tray area rather than go via file explorer/This PC etc.

So HOW( ??) to fix this , while the writing-cache of the drive is disabled.................??

Like I said ; " the drive is in use" , so cant " safely remove the drive".................!!
Often reboot , during the reboot I switch the drive off .

Wonder if it will work when you restart explorer...........( will try) !

I have two internal WD HDDs running in Win11 , together with a Samsung SSD with the OS on it .
Im using three external Seagate HDDs , writing cash disabled , very hard to switch them off with the " safely remove button " .
Just tried again , I get " in use " , so rebooted and switched all three externals off.............
These drives are not scanned by Defender .

You may want to check out:OpenCloseDriveEject 3.55 Safely remove drives and open close DVD, USB Works reasonably well for me. Good Luck.
Thanks! Just installed it. Does the job. Although I have woken up my machine from hibernation which fixes the issue temporarily anyways.Hopefully this issue gets resolved with this tool.

I am also seeking a solution where a utility force closes anything that is randomly making the external hard drive busy without our explicit consent and is creating a hurdle in normal safe removal activity of Windows.

So if you can use exFat instead it should stop be a problem.

Not a good idea. Arranging another hard drive, and then spending hours to emptying my entire 90 percent filled 5TB exernal hard drive to reformat it as exfat, then copying everything back just to solve a 2 minute irritation isn't a good solution.

Had a look in Services to look for Volume Shadow Copy - Status is blank (not running) and Startup Type is Manual.
