How to make USB drive having Windows Setup in one partition and Windows installed on other partition?

Thanking everyone , is there any method to run Windows 11 setup in one partition of USB 128GB Drive and Installed Windows in second partition of the same drive?
If any, please give me the steps to follow you.

A few months back I made such type of Usb drive, by installing Windows 10 in first partition and then in second partition I copied all the contents of Windows 10 iso and after having made this partition bootable, I added this partition by Ramdisk host installer script which is still available in WWE.tenforums.com. But everytime I had to make only one partition active, by running Diskpart and other commands in Elevated command prompt in PE environment.I posted the same in Tenforums.
Thanking Mr. Kyhi, I was suggested in his own words" You would only need one partition set as active, I'd prefer the Setup (first partition), then add the OS boot entry(second partition) into the BCD within the Setup partition".
But sorry to say I could not get it correctly to carry out his suggestion.

It just seems like a waste of time and space on a 128GB drive, whether it`s a USB flash drive or a USB external drive.

I`ve never even tried to install windows on a flash drive, only linux versions which I run live.
I`ve never even tried to partition a usb stick.
Hopefully someone can help you out, now that we know what we`re dealing with.

I could boot either into OS or into setup, but only after running "active" command following Diskpart, on every boot.
What I want is
Avoid "active" command every time PC boots
Avoid Ramdisk script to add Setup partition to main boot menu.

Are you trying to do this for legacy BIOS (CSM) booting or for UEFI booting?
