It's just about the time until someone foundout the way. For now I just happy with my settings, whether Undocking enabled or disabled.

What software are you using for the icons? I haven't try anything from Windows 10 like 7tsp, Icon Packager, or any other.

I've tried using the newest Windows 11 explorer and use this reghack. No luck. It's always grouping and shows only icons.
This time I didn't replace the explorer with the one from Windows 10, but simply using your reghack:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Shell\Update\Packages]
"UndockingDisabled"=dword:00000001

And the result was great. My explorer.exe is the newest version, but the behavior is just like the old Windows 10 explorer.
I don't have another computer to test. Wanna see the result if I do update from build 21996 to 20000 and do the reghack.
I never try VM.
Can't get the taskbar centered after doing this, AND my time/date disappears as well. That reg hack screws up a lot. . Start Menu won't work, can't type at all. Had to manually go into File Explorer and find regedit.exe just to pull it up and delete that value all together.

This reghack simply blocked some new features from the updates.

I currently installing Windows 11 on an Intel Core2 Duo PC right now. Will try to replace the explorer.exe without that reghack and see the result.
Here is the final results:
- If you simply replace the explorer.exe, SEARCH will not work, clock and some icons disappear. RIGHT-CLICK sometimes doesn't work.
- Apply the reghack to fix the SEARCH and RIGHT-CLICK, use RUN and this shell:::{05d7b0f4-2121-4eff-bf6b-ed3f69b894d9} to fix the clock and icons.
- I installed StartIsBack++ for the last touch. Everything run smoothly now.
Note: Disable the reghack if you need to see the most recent updates.

The clock fix didn't work for me. I still have to have the "Touch Keyboard" icon enabled for the time/date to show up.
After you run this:

Then you only need to click "Turn system icons on or off." Choose any icon you need to show up. Just like this:
