I cannot enable Location Services in W11 Pro

I have had this PC since 09/03/2018. I am the only user and own all the licenses and subscriptions for all software & OS. I don't know how or why but I cannot enable Location Services in any user login or OS because "My Organization" has turned it off. This also happens when I log into in my Microsoft Account. There is NO Organization, just me! How do I fix this?
