I have brightness at maximum but feel as it is not.

I have brightness at 100% in the Setting. But it feels as it is not.

Particularly, at the logon screen when booting up, at first the brightness is high but then visually goes down before the logon.

I am sure you will get better answers than mine. Are you on a laptop or desktop? what about updating drivers and cheeking settings? have you upgraded from win10? It sounds like it ok until windows manages your graphics then it is changed to darker. I would go through settings and device manager for driver updates as a starting point

Do you have an HDR monitor and is Auto HDR turned on or off? Theres a brightness setting for that also
Could be something to do with that

Yes, that auto-brightness adjustment hidden setting was turned on. I switched it off, but do not see any difference so far.

This is a fresh install of Windows 11. Also, I have, as far as I know, the latest available drivers for my device.
I used the same drivers under Windows 8.1

If it was the same drivers as 8.1 that would make then very old, should be some updated ones about regardless of if it cures the problem so I guess the pc is quite old

Well, under Windows 8.1 I used not the default drivers, but the updated ones from a web site. I know, there is one version newer than this, but I had a problem with it when I replaced the display matrix (the screen went black and I had to downgrade the drivers one version back).

I am not sure whether it is hdr compatible, but probably, no.

Search for Device Manager and open it. Go to Display adapter section, click on + to expand it and see what it says. If it says Microsoft Basic Display Adapter, then you are using the basic driver, not AMD and hence you cannot control brightness, it default to the BIOS set brightness (usually 2/3, not max). Once you install the AMD driver you should be able to change to the maximum brightness. After installation restart and check Device Manager again. Since the graphics circuit is embedded on the CPU, you must go to AMD Support, Drivers and search in the CPU section.
