• It's not in Uninstall Office from a PC - MSSupport [the article providing a link to the uninstall tool].
• The MS article describes both as being valid methods.

macos has the same thing (search "Microsoft_Office_License_Removal_2.1.pkg").. to deactivate office before uninstalling. most software requires that process (such as adobe acrobat and photoshop, etc). the key is registered with the actual account, not just the installed components.
