Is it normal for the windows store/Xbox app to make the windowsapp and program files folder in every drive now?

I had downloaded a game on gamepass and made sure to put it on my main c drive because I remember awhile ago when I put a game on my other drive in W10 it ended up making unremovable folders, but after putting it on my c drive I noticed it ended up still making a windowsapp and program files folder on my 3 other drives that I can't remove.

Is this just normal thing for this on 11 now?

Check your storage settings, have you changed where apps can be stored? You can remove the folders by taking ownership of them first, or use a boot disk and remove them from outside of Windows, but you would need to find out why the folders are being created or they may just come back after being removed.

Under where new content is saved its all set to C drive, this is a pretty fresh install so I haven't really changed any settings.

I'm assuming game pass or what have you just adds the folders to all drives now, I'm guessing they'll just be re added if I ever use game pass again so I'll just have to leave them unless I find something else out.
